Number of Positions: 4

This position is open to the public and all current city employees covered under the City's Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) - BARGAINING UNIT 1, 3, 4 & 5. The mission of the Chicago Department of Public Health is to promote and improve health by engaging residents, communities, and partners in establishing and implementing policies and services that prioritize residents and communities.

Public Health Services Division: The Public Health Administrator II (PHA II) will work collaboratively with management in managing the operational and administrative functions of Syndemic Infectious Disease (SID) Bureau, Division of Public Health Services. PHA II will be responsible for direct supervision, direction, training, and continuous assessment of entry level staff including Communicable Disease Control Investigators (CDCI II) & Data Entry Operators (DEO). PHA II will assist management in leading understanding of the principles of surveillance and public health interventions.

ESSENTIAL DUTIES:

  • Ongoing systematic collection, analysis and interpretation of health-related data
  • Planning, implementation and evaluation of the Syndemic Infections Diseases (HIV, STIs, Mpox & viral hepatitis) programs
  • Supervise and mentor staff regarding SID surveillance and public health intervention.
  • Provide guidance on case investigations, follow up with the health care providers messaging appropriate treatment regimens, and creatively problem solve to address challenges with clinical providers and clients diagnosed with a syndemic infectious disease.
  • Will be responsible to conduct healthcare provider education regarding biomedical intervention strategies to prevent the transmission of HIV and STIs
  • Provide intensive care coordination and supportive services to clients in addressing their HIV, STI, viral hepatitis and mpox. Support the navigation of healthcare and social service referrals and wrap around services for patients diagnosed with SID.
  • Will be responsible to initiate access to HIV PrEP/PEP, Doxy-PEP care support and continued access assistance to existing PrEP patients.
  • Will be responsible to make referrals to external service providers and assist clients with scheduling visits to further discuss PrEP and other health care concerns with a medical provider.
  • Will provide SID pre and post-test client-centered counseling, SID testing, risk assessments, and risk reduction and prevention coaching/counseling.
  • Conduct surveys to assess clients' needs and develops and implements program plans, objectives, standards and procedures for use by staff or delegate agencies in providing services to clients
  • Establishes linkages with health and social service agencies to facilitate the sharing of resources
  • Will be responsible to enter data promptly and ensure confidentiality of client information.
  • Oversee the maintenance of patient files and timely documents of services, program records and the preparation of narrative and statistical reports on program activities
  • Implements procedural changes to modify and improve the quality and scope of program services
  • Facilitate or participate in staff meetings, team meetings, and other meetings as required.
  • Collaborate with sexual and gender health stakeholders.
  • Handle a variety of special projects and other related duties, as assigned.
  • PHA II will work under direct supervision of Director of Disease Investigations within the Division of Public Health Services, SID Bureau.

Qualifications

Minimum Qualifications

Training and Experience. Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration or a related field supplemented by two years of progressively responsible experience in the administration of public health programs, or an equivalent combination of training and experience.
