The Opportunity RS&H is seeking a Senior Environmental Consultant to join our Environmental Stewardship and Resilience (ESR) market segment! As a member of the ESR group, this individual will lead environmental compliance activities, direct junior staff, and help other engineering project managers and professionals identify and resolve environmental compliance challenges associated with large building and infrastructure programs as well as ongoing client operations. This individual will be part of the ESR market segment providing environmental stewardship, sustainability, and resilience planning, permitting, and consulting services to Aviation, Transportation, DoD, Municipal, and private clients nationally. The candidate must have a strong understanding of environmental regulations affecting a variety of facilities with specialty industrial operations (e.g., airports, ports, transportation, and DoD facilities) and have a broad skill set and demonstrated experience in the following areas: Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), Clean Air Act (CAA) regulations, Clean Water Act (CWA), Resource Conservation and Recovery Act (RCRA) requirements and associated state programs regulations and requirements. Additionally, experience in emerging contaminants (i.e., PFAS) planning, investigation, and regulatory negotiations associated with redevelopment, and the ability to collaborate with redevelopment planners and engineers, owners representatives, and associated contractors will be a strong area of focus. Critical to the success of this role is a passion for helping clients meet their compliance obligations while maintaining operational flexibility, cost sensitivity, and a keen focus on quality of work products. Applicants must be experienced in developing, nurturing, and leveraging key relationships, both internally and externally, to build business, and in building, training, and mentoring staff to support client needs. Experience interfacing and negotiating with state and federal regulatory agencies on behalf of clients is required. A commitment to quality is paramount. Responsibilities include: Leading project teams to provide timely, exceptional quality project deliverables related to environmental permitting and compliance Effective project management to ensure efficient task performance and timely delivery of work products Providing technical leadership on complex regulatory issues Ensuring all work products meet quality standards and client expectations Employing strategic approaches for identifying target clients and winning projects Leveraging and developing relationships to build long-term business partnerships in key industry sectors Maintaining effective relationships with regulatory personnel Collaborating with other client and project managers to effectively serve client needs Developing junior staff regarding regulatory knowledge, analytical techniques, client communication, business development, and leadership skills Contributing to corporate direction and strategy through effective communication and feedback with regional and senior management Requirements: 10 to 15 years of applicable experience in environmental consulting associated with public and private clientele 5 to 10 years of experience leading project teams and growing talent needs Perform multiple projects within scope/budget/schedule expectations to ensure quality standards on project deliverables Lead in the development and review of ongoing and new projects focused on compliance including, but is not limited to, Clean Water Act permitting (Sections 401, 402, 404, etc.), NPDES/stormwater permitting, SWPPP/SWMP and management support; construction stormwater pollution prevention planning; SPCC and storage tank management programs; and RCRA Hazardous Waste regulations and reporting Provide multi-media environmental support for compliance with applicable regulations, permits, and plans. Support could require on-site assistance as needed. Prepare plans, permit applications, and reports for hazardous waste, air quality, storm water, NPDES, and wastewater programs Understanding of complex environmental challenges, regulatory strategies, and emerging contaminant investigation Experience in NEPA, endangered species, public water system, and wastewater treatment planning a plus Qualifications: Demonstrated experience preparing regulatory documents, negotiating terms, and other coordination needed to meet federal and state-specific environmental laws Accredited Bachelor's or Master's degree in environmental sciences / natural resources, environmental engineering or related field Certification or certification-tracked by a professional society or a state regulatory board in the discipline of practice, certifications or registrations may include but are not limited to Certified Environmental Professional (C.E.P.) or registered Professional Engineer (PE - Civil/Environmental) or Professional Geologists (PG) Self-starter with the ability to work collaboratively with teams with diverse non-environmental backgrounds, and be highly responsive to client needs Excellent verbal and written communication skills Working knowledge of MS Office (Word, Access, Excel, and PowerPoint) and ESRI ArcGIS software is essential for use in completing assignments Ability to travel up to 30% of the time depending on client needs Preferred Qualifications: Understanding of complex environmental challenges, regulatory strategies, and emerging contaminant investigation preferred.
