The Office of Student Health and Wellness (OSHW) aims to eliminate health-related barriers to learning and advance health equity in Chicago. CPS is committed to addressing barriers to student health and wellness and providing education, programs, and activities that help improve the quality of life for students attending our schools. OSHW also strives to decrease health disparities within the district through the coordination of school health programs and student health services.

Job Summary:

Reporting to the Executive Director, OSHW, the Director of Public Health Operations oversees the Health Information, Disease Prevention and Response, and Children and Family Benefits Unit teams. The Director is responsible for ensuring that the teams are working effectively to support the department's health and wellness initiatives. The Director must ensure that the Health Information team is providing accurate and timely data analysis to drive decisions, track health data for impact on school communities, and build indicators for the District. The Director must also ensure that the Disease Prevention and Response team is responding to all communicable diseases at the school level and supporting schools to prevent and respond to outbreaks. The Director must ensure the Children and Family Benefits Unit is providing high-quality customer service aimed at supporting enrollment, maintenance, and utilization of public health benefits. The Chief Health Officer and Deputy Chief, OSHW provide high-level leadership.

The Director of Public Health Operations will be held accountable for the following responsibilities:
  • Provide leadership and guidance to the Health Information, Disease Prevention and Response, and Children and Family Benefits Unit teams.
  • Directly supervise the Disease Prevention and Response Manager, Senior Epidemiologist, and CFBU Program Manager.
  • Lead the development and execution of the department's Continuous Improvement Plan.
  • Manage multi-million dollar annual budget composed of local, grant-based (Federal, State, Local), and philanthropic dollars.
  • Seek and secure funding for novel programming ideas to pilot, establish ROI metrics to bring forward to leadership, and create sustainability plans for programming.
  • Develop and implement policies and procedures for all OSHW teams to ensure effectiveness and efficiency.
  • Oversee the analysis of health data to inform decisions and track the impact of health initiatives on school communities.
  • Drive improvements to health data infrastructure and resources.
  • Develop and maintain indicators to measure the success of health and wellness initiatives in the District.
  • Develop the district care coordination strategy to better support students and families accessing health services.
  • Ensure that the Disease Prevention and Response team is responding to all communicable diseases at the school level and supporting schools to prevent and respond to outbreaks.
  • Ensure the Children and Family Benefits Unit is maintaining Medicaid enrollment strategies.
  • Establish and foster partnership opportunities and relationships with internal and external partners to coordinate health initiatives and responses to health emergencies.
  • Provide regular reports to the department leadership on the teams' activities and progress toward goals.
  • Hire, train, and supervise staff, including the Health Information Manager, epidemiologists, disease prevention and response manager, team leads, and disease prevention and response specialists.

In order to be successful and achieve the above responsibilities, the Director of Public Health Operations must possess the following qualifications:

Education Required:
  • Bachelor's degree from an accredited college or university in public health, public policy, or other health-related fields required
  • Master's degree in public health, epidemiology, or a related field preferred.
Experience Required:
  • Minimum of seven (7)years of experience in public health, epidemiology, or a related field.
  • Minimum of five (5) years of experience as a manager
  • Minimum of four (4) years of supervision experience.
  • Experience in a large organization and public service or government setting is preferred.

Knowledge, Skills and Abilities:
  • Expertise in managing multiple, complex, and interconnected projects and workstreams simultaneously
  • Effective strategic planning capabilities, including the ability to establish long-term vision and goals, and align/manage activities toward goal fulfillment
  • Strong leadership and team building skills, e.g. ability to develop high-performing cross-functional teams united around a clear vision for serving schools, engaging partners, and achieving student success
  • Comfortable navigating ambiguity, able to identify and implement solutions to complex problems in a timely manner
  • Knowledge of operations, budget/finance, management, and organizational development
  • Strong analytical skills and experience analyzing health data.
  • Experience developing policies and procedures to improve organizational effectiveness.
  • Excellent communication and interpersonal skills.
  • Ability to collaborate with others and work effectively in a team environment.
  • Knowledge of infectious diseases and disease prevention strategies.
  • Ability to build collaborative relationships with a variety of constituent groups, including external partners, to ensure the entire system operates in the most effective manner possible to support schools and principals
  • Ability to define problems, analyze data, and outline valid conclusions and action steps
Conditions of Employment

As a condition of employment with the Chicago Public Schools (CPS), employees are required to:
  • Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The Chicago residency requirement does not apply to temporary/part-time positions, however, all CPS employees must be residents of Illinois.
